Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)
ABSTRAK Pengangkatan PNS dalam jabatan struktural seharusnya diterapkan dengan prinsip-prinsip good governance, tetapi pada praktiknya masih didominasi oleh berbagai kepentingan politik, kekerabatan dan adanya intervensi dari luar sistem organisasi pemerintahan. Rumusan masalah penelitian ini adalah: “Bagaimanakah penerapan prinsip-prinsip tata kelola pemerintahan yang baik dalam proses pengangkatan Pejabat Struktural Eselon II di Lingkungan Pemerintah Kota Bandar Lampung?”. Tujuan dari penelitian ini adalah untuk menganalisis penerapan prinsip-prinsip tata kelola pemerintahan yang baik dalam proses pengangkatan Pejabat Struktural Eselon II di Lingkungan Pemerintah Kota Bandar Lampung. Penelitian ini menggunakan tipe penelitian kualitatif. Pengumpulan data dilakukan dengan wawancara dan dokumentasi. Data selanjutnya dianalisis secara kualitatif melalui tahapan reduksi data, display data dan penarikan kesimpulan. Hasil penelitian ini menunjukkan bahwa prinsip-prinsip tata kelola pemerintahan yang baik dalam proses pengangkatan Pejabat Struktural Eselon II di Lingkungan Pemerintah Kota Bandar Lampung belum optimal diterapkan. Proses pengangkatan pejabat belum transparan karena proses pengusulan dari Satuan Kerja Perangkat Daerah (SKPD), usulan pribadi maupun usul dari Tim Baperjakat sendiri sampai dengan penandatanganan Surat Keputusan merupakan rahasia langsung yang tidak disebarluaskan kepada pihak atau media lain. Hal ini baru diketahui setelah adanya pelantikan pejabat struktural eselon II namun tidak diterapkannya orang-orang tertentu ke dalam suatu jabatan struktural eselon II di Lingkungan Pemerintah Kota Bandar Lampung. Proses Pengangkatan pejabat struktural eselon II juga belum mengacu pada aturan hukum perundang-undangan kepegawaian yang berlaku atau belum didasarkan pada supermasi hukum. Prinsip partisipasi masih belum optimal sebab masih ada melibatkan pihak-pihak di luar Baperjakat yang merekomendasikan calon pejabat tertentu. Kata Kunci: Pengangkatan Pejabat, Promosi Jabatan, Tata Kelola Pemerintahan yang Baik ABSTRACT Appointment of civil servants in the structural positions should be applied to the principles of good governance, but in practice it is still dominated by various political interests, kinship and the intervention of any outside organization system of government. Formulation of the problem of this research is: "How is implementation of good governance principles on Structural Echelon II Appointment Process of Bandar Lampung Governments?” The purpose of this research is to analyze the implementation of good governance principles on Structural Echelon II Appointment Process of Bandar Lampung Governments. This study used a qualitative research type. Data was collected by interview and documentation. Data were then analyzed qualitatively through the stages of data reduction, data display and conclusion. The results of this study indicate that the implementation of good governance principles on Structural Echelon II Appointment Process of Bandar Lampung Governments is not optimal applied. Appointments process is not transparent because the nomination process of the regional work units, personal proposal and the proposal of its own Council of Positions and Consideration team up with the signing of the Decree is a secret that is not directly distributed to parties or other media. It was discovered after the official inauguration of echelon II but not the application of certain people in an office environment echelon II on Bandar Lampung. Appointment process echelon II officials did not comply with the rules of employment law legislation applicable or not based on the supremacy of law. The principle of participation is still not optimal because they involve parties outside of Council of Positions and Consideration which recommends candidates for elected officials.
