Abstract
Permasalahan dalam penelitian ini adalah diketahui sebanyak 76% atau 19 SKPD Kota Bandar Lampung memiliki tingkat kepatuhan rendah terhadap UU No. 25 Tahun 2009 Tentang Pelayanan Publik. Penelitian ini bertujuan untuk menganalisis efektivitas pelaksanaan fungsi pengawasan Inspektorat serta menganalisis faktor-faktor yang mempengaruhi efektivitas pelaksanaan fungsi pengawasan Inspektorat. Penelitian ini di desain sebagai penelitian yang bertipe deskriptif, dengan pendekatan kualitatif. Teknik pengumpulan data yang digunakan dalam penelitian ini adalah wawancara dan dokumentasi. Hasil dari penelitian ini ialah terdapat 4 indikator efektivitas pengawasan yang sudah dipenuhi oleh Inspektorat dalam melaksanakan pengawasan, yakni obyektif dan komprehensif, dipusatkan pada tempat strategis, di koordinasikan dengan arus pekerjaan organisasi dan diterima anggota organisasi. Sedangkan, 6 indikator efektivitas pengawasan yang belum di penuhi oleh Inspektorat yakni akurat, tepat waktu, ekonomi realistik, organisasi realistik, fleksibel. Sehingga peneliti menyimpulkan bahwa secara keseluruhan pengawasan yang dilakukan oleh Inspektorat Kota Bandar Lampung belum efektif, hal ini dapat dilihat dari belum tercapainya 10 indikator pengawasan yang efektif oleh Siswanto yang digunakan peneliti sebagai tolak ukur untuk menilai pelaksanaan pengawasan Inspektorat Kota Bandar Lampung. Faktor yang mempengaruhi pelaksanaan fungsi pengawasan Inspektorat meliputi jumlah aparatur petugas, kurangnya anggaran yang merujuk pada sarana dan prasarana serta obyek pemeriksaan yang belum dapat bekerjasama dengan baik. Kata kunci: Pengawasan, Efektivitas ANALYSIS OF FUNCTIONS IN THE OPERATION OF SUPERVISION INSPECTORATE PUBLIC SERVICE IN BANDAR LAMPUNG The problem in this study is known as much as 76% or 19 SKPD Bandar Lampung has a low level of adherence to the Law No. 25 Year 2009 on Public Service. This study aimed to analyze the effectiveness of the implementation of the supervisory functions of the Inspectorate and analyzes the factors that influence the effectiveness of the implementation of the supervisory functions of the Inspectorate. This study is designed as a study of type descriptive, with a qualitative approach. Data collection techniques used in this study were interviews and documentation. Results from this study is that there are four indicators of the effectiveness of supervision that has been fulfilled by the Inspectorate in conducting surveillance, the objective and comprehensive, focused on a strategic, coordinated with the current work of the organization and welcome members of the organization. Meanwhile, six indicators of the effectiveness of supervision that has not been fulfilled by Inspectorate which is accurate, timely, realistic economic, organizational realistic, flexible. So the researchers concluded that overall supervision carried out by the Inspectorate of Bandar Lampung is not effective, it can be seen from not achieving the 10 indicators of effective oversight by Siswanto researchers used as a benchmark to assess the implementation of the supervision of the Inspectorate of Bandar Lampung. Factors affecting the implementation of the supervisory functions of the Inspectorate include the number of personnel officers, lack of budget refers to the infrastructure and the object of the investigation have not been able to work together well.
